A. SETTLEMENT COUNSELLOR – Closes January 5, 2017 at 4:30pm

Terms of Employment:         Full Time 37.5 Hours Per Week

Program:                                Settlement and Integration (French)

Reports To:                            Settlement Coordinator

Supervisor:                            Executive Director

Qualifications:                      

Bachelor of Arts Degree in the Social Sciences and/or extensive experience in counselling and community support services. Must be fluent in English and French, and a good understanding of Canadian and other culture(s) is required. Other language skills are also an asset. Must have excellent interpersonal skills and work well individually as well as in group settings.

Summary:                           

This position is one of educator/facilitator/advocate to clients and the general public. The position involves providing services to clients in order to assist in their settlement, long term integration and participation in Canadian society. Settlement and Integration counselors shall also provide cultural information to the community and to other agencies in order to improve cultural sensitivity among the public and ensure full access to client support activities in the community.

Duties:

  1. Identify client needs and barriers to full participation in social networks
  2. Maintain direct communication and report to the Settlement Coordinator in order to ensure program needs are defined for reports to the Executive Director,
  3. Must be familiar with case management model (Guided Pathways) in client services,
  4. Provide direct services to clients as determined by funding contract deliverables, including but not limited to:
    • – Assessment and Action Planning
    • – Orientation Information
    • – Settlement/Integration Counselling
    • – Referral (internal programs and community agencies)
    • – Enhanced Information
    • – Service Linking
    • – Service Bridging
    • – Settlement and Integration support
    • – Support to clients as required in engaging community services
    • – Delivery of special programs as required (Relevant Workshops for clients)
    • – Settlement related labour market issues with referrals to employment services
  5. Provide Advocacy support to clients as required.
  6. Provide interpretation and translation for clients and for the community as required noting that Interpretation often includes cultural information,
  7. Act as intercultural resource, including assisting with presentation and workshops to general public, human service agencies, organizations, clubs, etc.
  8. Assist in planning and implementation of appropriate programs and activities for immigrant, visible minorities and first generation Canadians.
  9. Provide educational sessions for client groups, on all aspects of Canadian society.
  10. Provide outreach in the community.
  11. Service linking with other community agencies, institutions, etc., during day to day contact.
  12. Prepare and provide reports as required by the Settlement Coordinator in order to meet contract management (funding source) reporting requirements
  13. Provide client referrals to appropriate community agency programs
  14. Keep accurate records and statistics, as required in agency database
  15. Encourage volunteerism, among client groups at this or other appropriate community organizations, agencies, institutions. Assist in locating appropriate placements.
  16. Initial interview and registration of LINC students; create client file and refer student to LINC instructor(s).

Other duties as may be required from time to time.

B. INTERCULTURAL EMPLOYMENT SETTLEMENT COUNSELLOR – Closes December 6, 2017 at 4:30pm

Terms of Employment:         Part Time – 4 month contract with possible extension

Program:                                Intercultural Employment Settlement

Reports To:                            Settlement Coordinator

Supervisor:                            Executive Director

Desired Qualifications:                      

Undergraduate Degree in Social Sciences and/or extensive experience in the provision of employment services. Proficient in working with individuals from diverse cultures and solid knowledge of cross-cultural relations.  Demonstrated strong ability to establish communication with clients to develop their understanding and comfort level in the process of planning, searching and application for jobs.  Solid interpersonal skills and experience in supporting adult learners with job interviewing skills development. Experience working in a non-profit agency.

Duties:                      

  1. Provide specialized employment counselling and case management services in English and another language if applicable, including:
    • – Employment Needs Assessment
    • – Return‐to‐Work Action Plan Development
    • – Skill Development and Training Support
    • – Job Search Advising
    • – Resume and Cover Letter Support
    • – Referrals
    • – Case Management and Administration, and
    • – RTWAP follow up
  2. Assist individuals from diverse ethnic, cultural and socioeconomic backgrounds in culturally sensitive manner to enter the labour market
  3. Interview clients to establish needs determination, obtain employment history, educational background, career goals, identify barriers to employment and determine English level.
  4. Assist clients to better understand the Canadian workplace culture by supporting them through their action plans, with such matters as job readiness skills, job search strategies, writing resumes, cover letters, program awareness, preparing for job interviews, job leads and maintaining employment.
  5. Ensure the tracking of clients to determine and record the employment results.
  6. Proficient working with IT technology including; IBM platform computers, software that encompasses Windows, MS Office and Internet and possess strong troubleshooting skills
  7. Inform clients of available MHSD programs and services. Assess eligibility and complete required steps to enroll clients to selected financial program.
  8. Collect labour market information for clients regarding job openings, starting business, entry and skills requirements as well as other occupational information.
  9. Employment maintenance; assist clients with all aspects to maintain employment (labour standards & legislation, team player, dress code etc.).
  10. Consult and assist employers with improving their understanding of cultural differences, personal diversity hiring initiatives, marketing clients and employers; mediate problems between clients and employers and provide translation as needed.
  11. Provide liaison services to local ethnic groups, service providers, business and industry to ensure effective collaboration between all parties.
  12. Provide support to local employers regarding building diverse workplaces. Activities included; cross cultural interview knowledge, employer presentations, resumes/clients for job openings and assistance with retaining workers.
  13. Design and implement effective marketing strategies to better inform various ethnic groups of programs and services.
  14. Assist with employment reports.
  15. Maintain accurate records and statistics on database and hardcopies.
  16. Collaborate closely with other programs both in-house and community
  17. Other related duties as required.
